Thank you for sharing this video - now my question becomes, how can one make this possible in climates such as Florida (where I am currently living) and LA (where I am about to move to)?

This garden in the video is a tropical garden, similar to Florida.  LA will be a dry climate, so you will need to adjust your plants for that area.  Picking plants that do well in your climate is best.
